Job Description
We are seeking a highly motivated and experienced HSE Supervisor to join our team and support the construction of a large-scale data center project in San Miguel de Allende, Guanajuato, Mexico.
The successful candidate will be responsible for overseeing all Health, Safety, and Environmental (HSE) activities on-site, ensuring full compliance with project requirements, Mexican regulations, client standards, and industry best practices. This role will work closely with project management teams, contractors, subcontractors, and client representatives to promote a culture of safety excellence and continuous improvement throughout the project lifecycle.

- Implement, monitor, and continuously improve project-specific Health, Safety, and Environmental (HSE) plans and procedures.
- Conduct regular site inspections, audits, and assessments to verify compliance with project requirements, Mexican regulations, client standards, and industry best practices.
- Ensure contractor and subcontractor compliance with approved HSE plans, safe work practices, permit-to-work systems, and project safety procedures.
- Promote and maintain a strong safety culture through daily engagement with site personnel and project leadership.
- Lead safety inductions, toolbox talks, risk awareness campaigns, and workforce safety initiatives.
- Review and evaluate Job Hazard Analyses (JHAs), Risk Assessments, Method Statements, and Safe Work Procedures before execution.
- Monitor high-risk activities including work at height, lifting operations, excavation works, electrical activities, confined space entry, and hot work operations.
- Conduct incident investigations, root cause analyses, and corrective action follow-up to prevent recurrence.
- Identify project risks and proactively implement mitigation measures to reduce safety and environmental impacts.
- Support construction management in ensuring compliance with NOM-STPS regulations and all applicable Mexican legal requirements.
- Coordinate emergency response planning, drills, and preparedness activities across the project.
- Track and report HSE performance metrics, observations, corrective actions, incidents, and leading indicators.
- Participate in project progress meetings and provide professional HSE guidance to project stakeholders.
- Maintain accurate HSE records including inspections, training records, permits, audits, incident reports, and regulatory documentation.
- Support environmental compliance efforts related to waste management, hazardous materials handling, pollution prevention, and sustainability initiatives.
- Work closely with CSA and MEP teams to ensure HSE considerations are fully integrated into project execution.
- Assist project leadership in achieving safety, quality, schedule, and operational performance goals.
Qualifications
- Bachelor's Degree in Occupational Health & Safety, Environmental Engineering, Industrial Engineering, Civil Engineering, Construction Management, or a related discipline.
- Minimum of 5 years of HSE experience supporting large-scale construction projects.
- Minimum of 3 years of experience on data center, industrial, manufacturing, energy, infrastructure, or mission-critical construction projects.
- Strong knowledge of Mexican Health, Safety, and Environmental regulations.
- Demonstrated experience implementing and monitoring project HSE plans and contractor safety programs.
- Experience conducting safety inspections, audits, incident investigations, and risk assessments.
- Knowledge of Mexican STPS regulations and construction safety requirements.
- Familiarity with NOM-031-STPS (Construction Safety), NOM-009-STPS (Work at Height), NOM-017-STPS (Personal Protective Equipment), and other relevant safety regulations.
- Strong understanding of hazard identification, risk management, and preventive safety practices.
- Working knowledge of civil, structural, architectural (CSA), and MEP construction activities.
- Excellent communication, leadership, organizational, and interpersonal skills.
- Professional fluency in both English and Spanish.
- Proficiency in Microsoft Office and HSE management software.
- Valid driver's license and ability to work full-time on site in San Miguel de Allende, Guanajuato.
Preferred Qualifications
- DC-3 certifications related to construction safety, work at heights, confined spaces, lockout/tagout (LOTO), excavation safety, or hazardous energy control.
- Certification in Occupational Health and Safety, Environmental Management, or Construction Safety.
- NEBOSH International General Certificate or equivalent international safety certification.
- BCSP certifications such as CHST, OHST, ASP, or CSP.
- CPR and First Aid certification.
- Experience supporting hyperscale data center or mission-critical construction projects.
- Experience working with international clients and multinational construction teams.
- Strong understanding of contractor safety management systems and behavioral safety programs.
- Familiarity with Incident & Injury-Free (IIF) principles and Life Saving Rules programs.
- Experience utilizing construction management and HSE reporting platforms.
- Proven track record of achieving outstanding safety performance on complex construction projects.
