Job Description
- Act as the Owner's Representative (S.O. Rep) in the administration and management of large-scale, complex construction and infrastructure programmes.
- Lead and coordinate multiple contractors, nominated subcontractors (NSCs), consultants, authorities, operators, and other key stakeholders throughout the project lifecycle.
- Establish and maintain effective programme governance, reporting, and decision-making processes to ensure project objectives are achieved.
- Manage interfaces between contractors, stakeholders, operational teams, and end-users to minimise disruptions and resolve conflicts proactively.
- Oversee project delivery across all phases, including construction, testing and commissioning, handover, and Defects Liability Period (DLP).
- Monitor and control contractual obligations, ensuring compliance with project requirements, contractual provisions, and regulatory standards.
- Provide commercial oversight, including contract administration, claims management, variations, cost control, and risk mitigation.
- Drive project performance against key metrics relating to safety, quality, programme, budget, and operational readiness.
- Review and assess contractor performance, progress, recovery plans, and mitigation measures to ensure successful project outcomes.
- Facilitate stakeholder engagement and communication, ensuring alignment of project objectives and timely resolution of issues.
- Coordinate commissioning and operational readiness activities to support seamless transition to operations.
- Manage handover processes, documentation, inspections, and acceptance procedures.
- Oversee defect management and close-out activities during the Defects Liability Period (DLP), ensuring timely rectification and contractual compliance.
- Prepare and present project reports, risk assessments, commercial updates, and strategic recommendations to senior management and project stakeholders
Qualifications
- Prior experience performing the role of S.O. Representative (or equivalent) under PSSCOC or a comparable form of contract within the last 10 years.
- Preferably 20 years or more of experience in Architecture/ C&S/ M&E/ Project Management or Quantity Surveying disciplines.
- Demonstrated experience in administering major building or infrastructure contracts, preferably involving large and complex developments.
- Proven capability in managing contractual, commercial, programme and stakeholder matters throughout the project lifecycle.
- Possess a professional qualification recognised by the relevant professional body
